For an international organization with headquarters in the Leuven region, we are looking for a Freelance International Payroll & Admin Manager. In this strategic and hands-on role, you will lead the transition to a new, centralized payroll structure across several European countries. You will work closely with the Global HR Director and act as a key figure in this transformation project.
Your responsibilities:
- Design and implement a harmonized payroll and HR administration approach across six countries (Belgium, the Netherlands, Spain, Poland, Germany, UK).
- Conduct needs assessments and gap analyses of current payroll processes.
- Support the integration of the global payroll provider (Partena).
- Ensure compliance with national legislation, GDPR, and applicable EU directives.
- Define and document payroll governance and control frameworks.
- Prepare Go-Live plans, testing protocols, and training documentation.
- Ensure payroll and HR administration continuity in Belgium and the Netherlands (90 fte).
- Coordinate collaboration with existing Employer of Record providers in Italy, Sweden, Finland, and France (5 fte).
- Oversee dismissal procedures in line with reorganization decisions across various locations, in collaboration with the Global HR Director, local HR teams, and legal advisors.
- Ensure a smooth knowledge transfer from the outgoing Payroll Manager.
- Define the job profile and lead the recruitment process for the permanent Global Payroll & Admin Manager.
Your profile:
- Proven expertise in European multi-country payroll and HR administration.
- Experience with payroll centralization or transformation projects.
- Solid knowledge of payroll legislation and statutory obligations in Belgium and the Netherlands.
- Experience with Employer of Record providers and SuccessFactors is a plus.
- Fluent in Dutch and English.
- Strong analytical, communication, and project management skills.
